hand recording upper/lower bounds of etiquette?

In Response To: When to hand record move? (Tad Bright)
So can I have a three ring binder on my lap recording the games? Can I be writing in it constantly when it is your turn? My initial post may seem extreme in the direction of perfect etiquette. Maybe we should be allowed to only use official match recording pads?
My point is to discuss what's acceptible and what is annoying and what is graceful and courteous, what is borderline and what is really good. From this we could craft a good addition to the regs.
