Nack: I agree with Stick that you have interpreted the E = Each inner board concept correctly. However, our information might mislead you for a specific case if you don't give the play in context (list the sequence, or diagram the position, or supply relevant details).

For example, if 23/20 6/4 is available as an alternate play (i.e., it is not blocked), then that is E and 23/21 6/3 is e. (Closest to 6pt gets the capital.)

Also, as I've mentioned in other posts: for the purposes of most letters, the concept of the back quadrant (or Opp's inner board) is extended to include the entire far side (minus the midpoint for the source point). So, if, say, 20/18 6/3 or 16/14 6/3 is a legal play, that will take hierarchal precedence over 23/21 6/3.
