14/11 13/7 just feels right, but in case there's a surprise let's count:
14/11 13/7 gives Blue 28 pure covers plus 5 more (61 21 33) can lift or shift. And 3 numbers (63 66) will leave a direct shot next roll. (It also happens to duplicate White's 62, or a 6 followed by a 2, after White hits with an initial 2.)
14/5 gives 25 pure covers, 10 that lift or shift, and 1 (66) that leaves a repeat shot. Close, but I judge that 28-5-3 is better than 25-10-1.
14/8 13/10 gives Blue 19 pure covers, 12 that lift or shift, and 5 (66 64 62) will leave a repeater. 19-12-5 is clearly worse.
13/4 duplicates aces to cover or lift. I won't bother counting it.
13/7 8/5 gives 30-3-3. That's better than 28-5-3 but certainly not at the expense of the five-prime; it gives up way too much winning equity after being hit with a 2.
