That clears up a lot, and I'm inclined to believe that your Rule #1 is inviolate. But I think rule #2 can be bent, when one is ahead in the race and Opp has little ammo or can be caught offguard with blots.

But I wouldn't bend rule #2 here, and #1 is untouchable, so 21/12 (or 21/16 12/8) is out. There are other plays, such as 13/8 12/8 or 13/8 13/9 (duplicating or triplicating this/that/tother) or even 8/4 8/3, but I'm not clever enough for any of those.

That leaves the unimaginative 12/3. I don't like playing statically when Opp is about to cover a blot, but the other plays entail too much risk relative to the gain.
