13/7 6/1* produces a second blot but stalls White from making the 4pt also.

Not really. After 13/2 Your opponent makes the 4pt with 24 rolls, after 13/7 6/1* your opponent still makes the 4pt with 19 rolls with 4 of those rolls being 52 and 43 which now hit. (the other being the 66 that now fans) Not much of a stall or factor in this position imo.
