White has reached critical mass. It's well worth risking a 2 shot to make the four-point board here. Nothing else looks close to me.

Obviously, it matters that White has a blot in her board. If that blot were somewhere else, then it would be a tough choice between making the board and paying safe with 13/7. And if White had already covered her 5pt, then 13/7 for sure.

So many checker play choices are governed by the state of Opp's board.
