"Tied" vs. "TCTC"

For what it's worth, I think that 'tied' and 'TCTC' are orthogonal concepts. That is, all of the following cases are possible:

1. Two plays are TCTC and tied.
2. Two plays are TCTC but not tied.
3. Two plays are tied but not TCTC.
4. Two plays are neither tied nor TCTC.

"Tied" means that the equities are sufficiently close to each other. "TCTC" means that the rollout has not progressed far enough to be able to "call" whatever it is that you're trying to call (usually, you're trying to make the call as to which play is better, but in principle, you could also be trying to make the call that the plays are tied).

Thus when Neil said the plays were TCTC, it was accurate, in the sense that the rollout had not progressed far enough to "call" which one has higher equity (in the bot's opinion, of course). On the other hand, I would say that it's also accurate to say that "the plays are tied" because the rollout has progressed far enough (to most people's satisfaction) to make the "call" that the plays are tied. Neither is "more accurate"; the question is just which statement you are trying to make or are more interested in.
