The fact that both players thought the cube had been turned at some point suggests otherwise.

It looks like I'm not the only strong player capable of forgetting to double in a must-double game. I did exactly the same thing in the undefeated semifinals in Michigan a few years ago. Except that after losing my market at 2-away 2-away, I lost the next two games and the match. I then had to win 6 straight to win from the losers bracket. It is that experience that has led me to just double when I remember against any sufficiently strong competition. I know myself and consider it far more likely that I will forget rather than my opponent. If I give away a technical 0.03 by doing so, it is the cost of insurance to me.
