One way to mitigate this problem somewhat is to have the test be to annotate an entire match. The match would be artificially constructed, of course. In particular the match would include some seemingly obvious moves that are actually wrong, as well as many seemingly obvious moves that are obvious. With a suitable time limit, I think this would be a pretty good test.

What no test of this form can measure, however, are certain psychological factors. In a real match, you have to manage your emotions when the dice are killing you or you realize you just blundered or your opponent behaves in an irritating manner. You also have to be able to read your opponent, and not get rattled when the stakes ratchet up.
