The trouble with measurement by playing is that the variance is so high. The closer the players are in skill, the more matches it takes to separate them. It wouldn't take many matches to demonstrate that Neil is better than me, but trying to separate Neil and Nack would be problematic.

When bots are very close in playing ability it takes hundreds of thousands, or even millions of head to head games to find a statistically significant difference.

I would guess that to generally separate two great players would take hundreds of matches. This is hard to achieve, and that's why Elo systems and, yes, even voting have their place. They are possibly no less accurate than the statistics from the few sample games we have.
