I think that Bill's statement says it all.

Unfortunately, tournaments are having the same problem over and over. Everyone understandably wants to be considerate of other players, especially popular ones. The solution is simple in concept. Players must be able to play at a speed which does not delay the rest of the tournament. If they reach a point where they can't do that, with or without aids to play such as help with rolling their dice, they must either stop playing or forfeit some of their longer matches on time. Directors generally know who is going to be a problem. They can and should promptly put a clock on slow players at the first sign of trouble. This practice does not need to wait until clocks are mandatory. It can be done immediately. We are not lacking a solution. We are lacking the will to impose the solution.
