Neil, as Chairman of the USBGF Rules and Ethics committee, you can be assured that we not only take note of what the very experienced and intelligent players say about rules and sportsmanship, but we will be soliciting your input before we make formal recommendations. Many comments in this forum have already influenced my personal thinking on many issues.
I know you, in particular, appreciate the fact that we have COMBINED Rules and Ethics into one committee, as the two go hand-in-hand. I believe all rules can be strictly enforced without putting people "on the spot" to have to decide whether to be "lenient" or be "a nice guy" or "a good sport" provided the rules, the intent of the rules, and the reasonable enforcement of reasonable penalties are stated properly and clearly.
As Steve Mellen pointed out very well, the rules for sports and games where there is an official or referee to enforce the rules create a completely different standard for sportsmanship and fair play. (When I was Rules Chairman for the US Racquetball Assn., I created a separate rule book for tournaments with referees and for tournaments where there were no referees. When there were no referees, the players had a responsibility to be fair, honest, call infractions on themselves, and give their opponents the benefit of the doubt.)
