Vegas Pay Now or Later?

I see three possible moves here: pay later with 6/1 6/2 but release 6pt and force any 4s and 5s to play from the mid later.

Pay now with 13/8 13/9 which leave 20 shots but is seems to be easier to clear later than 13/4. It is danger only if we roll , after miss, 16.It leaves shot again. Pay now with 13/4 which leaves 17 shots but we leave shot again, if missed, with 11 12 13 14 15 22 23 24 33 total 15 shots.

I think blue has to pay now with 13/8 13/9.
