I don't agree. The delay time also should provide sufficient time to look around the board, find an obvious play and move the checkers. If someone runs low on time, this is what they must do for the rest of the match, purely on the delay time. Delay time should accommodate all of the basic steps that have to happen on every move. Reserve time should be extra think time above and beyond the obvious for you to use and budget as you wish. I'd consider a few words exchange (not discussion) and acknowledgement of play choice to be additional basic steps of doubles play. 3 seconds extra delay relative to singles to accommodate these extra steps seems quite reasonable. Discussions should occur on reserve time which is why I do not like an 18 second delay for doubles.
