I'm not sure that's true. Manning could have run a half-assed play immediately, which would be less likely to work and would take several seconds to run, or he could spent a few extra seconds to set up an actual play. (Granted, the Colts have the best two-minute drill in the league, but I think there's still a time difference between "hurry up and make a play" and "hurry up and spike the ball".)
What running a play gains you is a third bite at the apple (it was 2nd and goal at the 3). In this situation I don't think that's worth very much. Indy was already so desperately short of time that most of their equity lay in the variations where they score on the first try, and most of the rest lay in scoring on the second try.
