At least in the U.S., we now have a committee called The Rules and Ethics Committee, which will be addressing the issue of players' character and ethics. I have had quite a bit of experience in this area in the past, having served as Ethics Chairman of the National Association of Realtors and several commercial real estate organizations for many years.
The one thing I can assure you is that unless someone has been clearly found and proven guilty in a court of law, or beyond any reasonable doubt, or has openly admitted guilt, it is nearly impossible to ban or bar anyone from anything without serious legal repercussions and/or the risk of libel and slander suits that you cannot win.
About the best you can do, if someone is suspect, is take extra precautions to monitor their matches (or activities) in order to let them know that they are under scrutiny and to make it harder for them to cheat.
Fortunately, everyone is innocent until proven guilty, but unfortunately, it is very difficult to ban or even restrict anyone without proof.
As a result, the "ethics" portion of our committee will deal more with setting guidelines for good sportsmanship and fair play and setting standards for keeping backgammon competition on a higher, more gentlemanly plane, as opposed to dealing directly with the issue of cheaters. (Of course, cheating, along with bragging about beating Carter, will be frowned upon.)
