Since you have not shared any of the evidence that makes you 110% certain he's guilty, you would, in fact, be the only person he would be responding to. You're asking him to respond publicly to evidence that you're not making public.
Some evidence has been shared, issues raised, you don't think he might want to respond to them?
If you were a TD, and 110% convinced of the guy's dishonesty, you would be well within your rights in my view to exclude him from your tournaments. Any other TD would be foolish in the extreme to take action against him solely because "well, I have no idea what the evidence is against you, but someone I consider reliable says it's conclusive, so either give me a good explanation or you're barred."
If I was a TD I could tell anyone they weren't allowed to enter my tourney for any reason or no reason. A TD imo would be foolish to not question him on the matter.
As far as I can tell from the prior posts on this topic, PJT does have a side of the story:

No fairminded person can draw a firm conclusion either way at this point, which is why people don't typically publish serious allegations unless they're in a position to present a basis for them as well.
It's not my fault I can't publish the information. I was offered information under the condition that I kept it to myself. That doesn't mean I can't speak up and state my opinion on the matter or at least bring the matter into the light hoping someone else would speak up and share the facts they have.
I think PJT is an intelligent individual and realizes that nobody can, or is willing to, fully hang him unless he hangs himself so he remains silent.
