Illegal moves and clocks and time pressure

We really need some rules for clocked BG concerning illegal moves. I believe that the Japanese have a 30 second time penalty if you make an illegal move. Perhaps that is a bit harsh and 15 seconds is more appropriate, but perhaps 30 seconds should be our rule as well as the idea is to force players to be alert and play legally.
Anyhow..WTF with the BS of illegal moves when the opp is down to a few seconds?
I think that if you make an illegal move when your opp has less than a minute left he should be able to either enforce the usual time penalty upon you (yeah we need a time penalty) or to have his clock reset to a minute.
Some of us may think that the way to avoid issues like this is to not let your clock run down to a few seconds and that is true, however, an opp's illegal move should not be the cause of you experiencing more time trouble issues and panic.
