I'm no poker guru, but this business about "plenty of time" strikes me as a classic type of antiquated thinking. The notion is that if good players avoid big confrontations they will magically be able to pick up a bunch of small pots and build a stack with next to no risk. In the real world I don't think it works that way. Also, you may be able to get away with the strategy against fish, but it seems like a good-but-not-great player would be able to run you over if he knows your tournament strategy is to avoid confrontations at almost any cost.
When I'm thinking about coming over the top of someone who has raised to 4m rather than all-in in this situation, I'm pondering whether he made that choice because he's hoping for action or because he's giving himself a chance to get away from the hand. If I know he considers himself the best player at the table and therefore takes a Hellmuth-like approach to confrontations, the odds of the latter scenario increase measurably, and I'm more likely to put him all-in.
