I agree that this is a real problem but the solution is far from simple. How do you judge when someone is piling on the pile to try to retrieve a loose ball and piling on when the ball is already secured. This would be extremely difficult.

I wonder how often a guy that clearly owns the ball at the bottom of a pile actually gets it stolen by the opposition, leading to the refs judging he didn't get the fumble.
