Shino wins WSOB 2010

At least I have something to fall back on if I'm ever ejected from a BIBA tourney ... my excuse will be that I didn't know what 'brook' meant. I knew from the context but is that commonly used in British English? Maybe it's used in American English and I'm not familiar with it.
Is there any leeway to this rule? In our example here if you saw the player abuse/break the clock would he first receive a warning or are the rules considered the warning? I only ask because I can sometimes understand getting frustrated with the game and doing something silly and a warning of 'get it under control or you're out of here' seems more appropriate. I've never lost it myself, but a few US players have tossed things, broken things.
Is the person barred from future BIBA events or is that on a case by case basis according to the infraction?
