I agree that this is a real problem but the solution is far from simple. How do you judge when someone is piling on the pile to try to retrieve a loose ball and piling on when the ball is already secured. This would be extremely difficult.

The solution is as simple as it gets. If the whistle is blown the play is over. That means quit doing things like jumping on other people. If the whistle hasn't been blown then by all means, scrum along.
