Weaker vs. Stronger ~ GS vs. GG?

In Response To: 42P-43 At Match Scores (Stick)

42P-43: "D when you are the stronger player, S when you are weaker."

For close opening plays (for money), let's say within .010, is there enough correlation between GG/GS opening play decisions to player strength to state a rule:

For a 100 ELO difference, play GG/GS when the I'm the stronger/weaker player?

For a 200 ELO difference?
