I think the main question here is whether you should minimize contact or play to keep Steve contained in this DMP-like match situation.

If minimal contact is the way to go, then 9/7(2) looks right, filling the prime and taking your chances on getting hit with 52 or 61 on the 11pt, a shot you probably won't have to leave anyway. 11/9(2) seems like the other thematic low-contact try, and it has part of the benefits I touch on below, but it's a wishy-washy compromise.

However, I don't think you're up far enough in the race (only 12 pips minus the roll) to eschew your strategical gain from making a fifth point in the blockade with 11/10(2) -- two aces. This keeps double 5s blocked and newly adds the double 6s block, for at least one roll. If Steve outpips you by enough, you might even want to keep your 9pt or 10pt longer because at some point the timing will (all the more) favor your blocking big numbers, which includes his double-out of 65 or full-run with 33 in some variations.

In short, I like 11/10(2) with two of the 1s. With the other two, I recommend 3/1 for maximum flexibility. Neither side will be hitting for at least a couple of rolls, so you're entirely content to have inside blots now :)
