18pt, or 21pt + 7pt

Hmmm... general opening rule (equal race): 18pt is better than the 21pt when your opponent holds the 20pt?

This early in the game, owning the 18pt is better than owning the 21pt, period.
OTOH, the 21pt plus the 7pt is better than the 18pt by itself. But that's only IF the 7pt is a meaningful blocking point, which is not the case in the 62S-63X-54@-63 position above, where White owns her 20pt anchor.
Change the position to 62S-63X-32@-63, as shown below and now Blue should make his 21pt and 7pt because the 7pt is a meaningful blocking point against White's (deeper) 22pt anchor.
By the way, duplication of White's 2s or 4s is not a salient factor in Blue's decision. Blue should still make the 18pt in 64S-63X-54@-63 (right-hand diagram above), and he should still make the 21pt and 7pt in 64S-63X-32@-63 (right-hand diagram below).
