You won't be able to hold the double-anchor very long unless you get some recirculation, but it's your best asset so I would hold it for now. With nothing productive to do, hitting loose looks okay. Then you either continue filling in your board or recirculate if hit. With the security of two anchors, however, I prefer to stay as pure as possible and go for the 4pt first, so I'd play 13/10 6/4, which feels a bit better to me.
