You raise good questions, Adam. I think the modified Swiss played in Madison is better precisely for the reason you mentioned...nobody gets into a lucky bracket and has more of a chance at a luckier draw.

As for paying the 8th place, I have long been an advocate that we should pay more places at every tournament. Here is why:

1. The more people who at least get their entry fee back and win a little something, the more people who walk away enjoying the experience; 2. Taking a little money off the top two or three players to pay people a little more in the quarters would hardly be noticed by the winners; 3. Just look at how many people hedge. This, to me, is a clear sign that we don't pay enough places and we pay the winners too heavily.
