The advantage of the groups of 16 is that you can proceed with your next match immediately (if opponent is available) without waiting for the next starting time for the entire tournament (as was necessary in Indy's format). It was much more efficient to play off the groups of 16. There is no plus or minus 'luck factor' based on the draw with the 16s or with a normal swiss randomization at each round.

The goal of a Swiss (that players with like records play each other) is still upheld with the groups of 16.
