You can't just cut the rule off at the part that seems to resolve the issue. The entire rule ends with, as you very well know, "The cube should not be handled capriciously; verbal or physical acts may be interpreted as cube actions. "

That's exactly what happened here. Of course you should wait til he 'actually' cubes but that's not what happens with donkeys. I never budge until the cube is officially turned and I never roll until my opponent's dice are clearly off the surface, saves the hassle of the reaching for the cube crap or sliding dice bs. If only everyone else did the same.
