Is gamesmanship always a bad thing?

I agree with you completely, and I really think that common sense and good sportsmanship goes even farther. Right now, verbal commitments are not binding....people who argue that they shouldn't be say that you can never prove what someone said. That's not the issue.

If I say "I double you" or "I am going to double you if you make that move" those are things that should be binding. If I later lie to you or the tournament director and deny I said those things, that's no different than lying about my picking up the cube or lying about picking up my dice or lying about taking off an extra checker. First, there might be witnesses, and even if there are not, at least the two players involved know that they can't take cheap shots at each other ethically.

If someone is a liar, it won't take long before we all know who that is and we can take extra care and precautions when we have to play that person.

Even if we have rules that can't be "proven" in a court of law, the basic principles need to be stated so that the players, themselves, know what is expected and proper behavior.

With that in mind, again, I don't care what the rules say, if my actions cause someone to roll prematurely, or to think I am doubling when I am not, or to think I am going to drop a cube when I am not, I know it is my responsibility to not take advantage of my opponent, so I will take great care not to do those things. And I will expect the same courtesy from my opponents if they are also "on notice" that this kind of behavior is not acceptable. And if someone does act inappropriately, and the rules don't cover me, then I know just where to draw the line with that person and will act accordingly in the future.
