Sorry, I'm having some trouble following your train of thought here. When you say "White hits about as often," what two positions are you comparing? The original position after Blue plays ...? versus the modified position after Blue plays ...?

You asked for an explanation for why Blue's best move changes if you modify the position by moving the blot on his midpoint to his barpoint. I'm pretty sure it's because, although White still hits about as often, the quality of those hits isn't as high in the modified position. Assuming Blue plays b/22 24/23* in both positions, we've got White hitting loose in his board with 31, 41, and 51 in the modified position, while in the original position the juicier hits on the 13pt are available.
