If I was teaching a child backgammon, I would think a major method WOULD be to have them make a test move and 'see how it looks'.
I disagree that touch-move would be an improvement to our game at any level, novice or expert. But it is such a major change in the way the game is played, I doubt it will become a rule anytime soon.
Some restrictions on the amount of shuffling could easily be instituted such as always rolling test moves back to the starting position. This would address the real problem without the draconian restriction of no test moves.
