I'm not sure if the number of shots accounts for the entirety of the difference in equity between 18/16 9/6 and 18/15 9/7 though.

18/15 leaves White fewer shots than 18/16. It also gives White more shots if Black is forced to run with one checker. In addition, if Black hits (and stays on the 16pt, White's reentering checker only hits back with 54. If the hit takes place on the 15pt, the reentering checkers hits back with 64 and 55. Finally, the swing between Black hitting on the 16pt with 44 compared to hitting on the 15pt with 33 is huge.
