I see two things here. First of all, having made the two point, priming is not a promising game plan for the opener. Therefore, negating the priming plan by upgrading the anchor doesn't help as much as in cases where responder is trying to avoid a legitimate priming threat.
Secondly, N (Near 13-11(2), 6-4(2)) is simply an extremely strong natural move. I am sure that I don't fully appreciate how strong it is. For reference, check N versus E (Each 24-22(2), 13-11(2) after 61P when the priming threat is greater. N is still best.
