This reminds me of Problem 135 from Robertie's 501. Robertie's advice is "If you have a choice of two good things to do, do the hard thing first." In the posted problem there are 28 cover numbers, but only 11 escape numbers. Applying Robertie's rule, it would be correct to play 21/12.
