Director ruling

"I am very tempted to make the players pay everytime they ask for a ruling. Say $50 for each ruling and loser pays."

I think the price is too high, but I like the concept. Of course, the loser will probably be less inclined to accept the director's decision if there is a cost and will be more likely to appeal. So probably there should be the same fee for appealing as well. If the director's decision is overturned by the appeals committee, the appealing player should get the fee collected from the loser of the ruling - not the director; the director is in effect standing behind their ruling by being willing to bet the amount of the ruling fee with the appealer on the outcome of the appeal (though probably if the appeals committee does not vote unanimously, all fees and bets should be cancelled, since the request for ruling and subsequent appeal was clearly not frivolous).
