Chuck,

I do remember that the % per pip decreases as you move away from about 70% GWC, and that the longer the race, the less difference 1 pip makes. In a medium to long race I'd work at about 2% per pip.

Tom Kieth published in Value of a Pip but he didn't break it down by race length.

I can't remember why I use 3% in a short race. I might have a spreadsheet lurking somewhere from when I last looked at it, which was just after Tom published his article in 2004. Equally, I might be plain wrong.
