I guess the effective number of shots is not that great, since Blue will very likely be leaving shots on subsequent rolls if he's missed immediately. If this is true, locking up the 4 point board makes sense. And, of course, if he's ever missed, Blue will want to be hitting back, so having a solid board matters. This is a good reminder that the number of shots isn't always the key to finding the best move. If it was, we'd all be Giants of Backgammon.
