I think the potential for abuse is much greater in a situation where player A can perform his roll while simultaneously distracting player B with a toss of the die. Bob Koca already said it best in this thread:

I am all for brevity too. I think the U.S. rules are very good. I am not suggesting to bloat them with technical minutiae in an attempt to cover every possible circumstance, because no matter how many rules there are there will always be disputes.
However, if I see how an opportunity to add just a few extra clarifying statements here and there that could potentially clarify things and be more in the spirit of sportsmanship, I will lobby for it.
In fact I am thinking of adding a few tweaks to the U.S. ABT rules for my local club play beginning in 2011 (this gives me plenty of time to get this done as it tends to take me a while to get around to these types of things), and the 'best procedure' we both agree on here will be explicitly stated along with a few other things I've thought of based on experience.
The changes will be few in number and won't be onerous or overly technical, and anyone will be free to beg, borrow or steal from them once I get them posted.
