I'd go with the slot if there were something better to do with the back checkers, but I really don't like making the 23pt. Even if things go well (the slot is missed), there isn't much pressure on White and Blue will often end up playing a weak deep anchor holding game. Blue just doesn't have enough teeth in his offense to slow White's march toward home and allow Blue to do something with the back checkers later.

So, focusing on the back checkers, Blue can be a little more bold in stepping up to go for an advanced anchor than normal, since White has few hitters in place and some blots scattered about. I think Blue should take advantage of White's not being quite prepared for battle and go directly after the 21pt. If he can anchor there, he's got some elbow room to get something going. If he's attacked, he'll probably be fine and at least get the deep anchor game he would have settled for in the other variation.
