The arguments for slotting are: Blue has more checkers back; White has already escaped a checker, so getting hit on the 5-point doesn't start an anchor for White; with nine checkers in the zone and a stronger board, White has some attacking potential and bar/23 6/5 gives White nothing to attack.
The arguments for splitting are: the race is even and White has some cleaning up to do, so giving White a direct shot is costly; White has started a prime and threatens to improve it, so Blue wants to try for an advanced anchor now before it's too late.
One thing I've been learning recently is that an even race is a stronger incentive to avoid getting another checker sent back than I have previously thought. Here my instinct is to slot, but my guess is that the position calls for a split.
Which split? Bar/24 23/21 starts the better anchor but is a little easier to attack. Bar/22 has the easily overlooked advantage of aiming two checkers at White's stripped 8-point, taking some of the sting out of White's PoH roll. I'm not sure which is right but I think I'd go for bar/22, with bar/24 23/21 a close second.
