Got it...in fact, just saw this from Intel's site...

"Previously, unused portions of the chip would be “turned off,” leaving some cores idle. Intel® Turbo Boost Technology reroutes that unused performance to the cores that are active, boosting their performance without wasting power"

...so since the rollout is usually configured to use all cores, in line with what you are saying, TurboBoost will not be applicable here.
