So the 21 Up gambit immediately draws a 0.07 error from the #7 Giant. Result!

True, but since they made a .07 (rollout result) on the opening roll we're back to even. Overplays against weak players have to be weighed carefully esp. when they're this large. In general the play should have some merit as it does here, it puts a guy on the roof, hits him off a possible high anchor, brings another man into the zone and unstacks the midpoint. The list of what it doesn't do is also large which is why it is so far back like not leaving multiple blots, shots, attempting to lose a lot in the race, etc...

You want to balance the possible gain, which if you somehow aren't hit your gain is quite significant, with what is likely to happen, you'll be hit or even double hit, losing a ton in the race. You also get more men sent back lengthening the game meaning your opponent will now have a lot more opportunities to butcher the position. The position is also more likely to be backgame oriented or at least nackgammon oriented or more difficult, also in your favor.

The fine line to walk is often overstepped. You have to pull off this type of play early and this is a prime candidate. There can be basically no offensive development in the game for your opponent for you to attempt these types of plays in a game. If he has already made a point for example a play like this becomes tragic and a lot more likely to implode in your face.
