In the first position Blue needs to get his back checkers going and I think Blue should split from the acepoint anchor, which he doesn't need. 24/15 does that while converting a near useless back checker into an outfield attacker vulnerable to only a few numbers from the bar (1-6 5-6 5-5). That seems better than 24/21 13/7, which creates a new blot, which is vulnerable to 4/36 numbers, anyway.
In the second position, shifting once, twice or not at all could work out. But the double shift seems wrong -- too much work to do to attack and fill in the 3 and 2 points -- and I'd shift not at all with 16/13 14/13, instead of shifting once and creating a second stripped outfield point.
