I wonder if part of what's going on in the first position has to do with the thin midpoint. The hope is that White will dance, or enter poorly, allowing Blue to pick up the second checker. But if Blue plays 13/7, he's used up his last midpoint spare, meaning the subsequent hit will cost him his midpoint. He can't afford this because his blitz is about out of gas. If it stalls, especially if he gets another checker sent back, this bit of outfield control will be the only thing keeping him in the game. I think this explains why moving the rear checkers to the midpoint changes things, as does putting a second White checker on the bar (giving Blue enough time to get his back checkers out into the outfield and reestablish control).
