I'm dismissing 18/13 18/15, I think white is in a good position to attack black with this roll and the bar anchor is a good backup for when things go wrong.

Making the 3-point looks too passive, I think white can achieve more because black is in a vulnerable position and is threatening to make the 20-anchor.

Between 13/5* and 5*, 1* I like double hitting better. There's a real advantage in taking half of black's next roll away because with some rolls he could otherwise hit and cover.
So 5*, 1* would be my play.
