My play is 13/11 6/5.
After playing the 21, White is down 1 pip with Black on roll.
We should look at this problem as if it is a potential prime-vs-prime situation. Black has an "impure" position; owning the 6pt and 3pt, he has a double gap in his board. It will be hard for Black to make a prime, and White feels under no pressure to split.
White can effectively use both the ace and the deuce to unstack and diversify his checkers, attempting to extend his prime while risking very little.
