I believe that in general it is a goal in regular tournaments to avoid repeat match-ups. I believe that is part of the art of designing consolation feeds.

However such repeat match-ups is not unfair, just undesirable. It is undesirable because one of the goals of traveling to tournaments is to be able to play a variety of players. I'd think this is quite doable. As to whether it is worth the effort is another matter.

Also, I would imagine that there is more statistical confidence that a given tournament's winner is the best player in the tournament if no two players have had to play each other more than once (I'll leave it to the match geeks to support that claim).

For what it is worth, in my most recent tournament in Las Vegas, I was eliminated from both the Main event (main flight) and Super Jackpot event thanks to the same player. Even the most perfectly designed draw sheet can't eliminate such situations.
