Re the seoond problem, an elegant proof eludes me, but my basic arithmetic tell me that although there are 44 times in 24 hours that the hour and minute hand are 120 degrees apart, at none of these times does the second hand point to a time exactly 20 minutes between the other.
Minute-hand intervals of 21.818181 minutes just won't match up with what's left after subtracting multiples of 60 from 1309.0909090 seconds.
I did find one near miss. At 2:54.545454 the second hand would have to point to 2:34.54545454 to solve, and it's close but no cigar -- it points to 2:32.72727272.
