Did he turn the cup upside down while it was at a discernible height above the board and let the dice fall onto the board or did he turn the cup upside down, place it in the board and lift up the cup to reveal the dice?

The second case is clearly wrong. The first case is a closer call, but still probably wrong. Can a drop be a toss? Probably not, but now we are into semantics.

Did the player give any reason for using this new style other than to cause strife?
